Client Overview

The earliest formation of the Office of the Prime Minister in the Unitary Tanzanian Republic was in 1961. Since then, it has continually played a central role in the coordination and monitoring of government business to engender sustainable social, economic, and political development. The PMO has a mission to ensure effective and efficient governance through the implementation of national policies and projects throughout ministries and agencies. Within the PMO, the Performance Monitoring and Evaluation Division (PMED) was given the responsibility for centralizing and improving M&E practices to support evidence-based decision-making.

Identified Gap

The MESA 2020/21 Monitoring and Evaluation Systems, revised in 2024, emphasized significant weaknesses in staff M&E capabilities, including lack of knowledge of advanced M&E methodologies, poor indicator measurement, and limited coordination across agencies. These gaps in capability impeded the PMO from exercising effective monitoring of government projects, aligning the outcomes to national priorities, and producing high-quality evidence-based reports. Comprehensive training was required to empower staff with the actual skills needed to strengthen Tanzania's M&E systems and create a culture of accountability.
